7. I enclose a memorandum commenting on the remainder of
the proposals, to which I shall be prepared to give
further consideration on the receipt of your views on
these comments.
8. In conclusion, I would take this opportunity to refer
to the reclamation schemes which formed the subject of
telegraphic correspondence, concluding to date with my
telegram No.624 of the 4th June, in which I informed you
that finance for these projects could not be provided
under the Colonial Development and Welfare Vote. The
opportunity has been taken of a preliminary discussion
of these proposals with the Financial Secretary.

financing these schemes. I realise that an early
decision is required if use is to be made of plant, etc.,
at present in Hong Kong, and I will address you further
on this matter as soon as possible.
